Expert on counterinsurgency strategy. The military leader came to Chiapas in 1994 to plan and lead the attack against the EZLN. Next to him, other soldiers were accused but never called to testify. One of these soldiers who state police said, was the official name of the Mexican Army Germain Laparra Salgado, head of the Joint Operating Base (BOM) which was established in the town of Chenalho.
